Symptoms

On R12.0.5 in Production:
When attempting to run the Elemental Cost Report, the following error occurs:

ERROR

Enter a value for BOM or ENG parameter
Enter value in segment BOM or ENG before entering value in Cost Type segment.
Enter value in segment PARAMETER.PROGRAM_APPL_SHORT_NAME before entering value in BOM or ENG segment.
