RIQ Returns “No Rate Offering Matched" Despite There Are Valid Rates (Doc ID 843931.1)

Goal

The issue can be caused by the parameter ID 'USE RATE PREFERENCE' being set to 1 (use rate preference only), when there are no rate preferences configured.

Since no preferred rates are found, the system displays the error message.
