Element Is Not Getting Processed After End Dated Mid Month (Doc ID 844407.1)

Symptoms

Find that when an element is end-dated mid month, it's not being processed in the payroll run at the end of the payroll period.


-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Navigate to the element entry form for an employee.
2. Date track to a date mid-month, find the required element and press the red cross (delete) icon.
3. When prompted, choose the end date option.
4. Run a QuickPay/payroll run.
