"Applications Sso Post Logout Url" Profile Is Not Working At Responsibility & User Levels (Doc ID 845961.1)

Symptoms

"Applications SSO Post Logout URL" profile option value is not being picked up at the
responsibility level.  It works OK at the site level, but not the responsibility level.

Steps To Reproduce:
1. Setup "Applications SSO Post Logout URL" profile option value:
"http://google.com/" for a responsibility 
AND
"http://Yahoo.com/" at site level.

2. When user clicks on logout from "Menu Responsibility", its ignoring the above profile
option value at that responsibility and always going back to Site level link (in this case
http://yahoo.com)

NOTE:  Also found that the profile option is automatically enabled at the Responsibility level and is not enabled at the User level. After enabling the profile at the user level, we still could not update the profile at the user level because it was grayed out.
