Information in this document applies to any platform.
This problem can occur on any platform.

-- Problem Statement:

On OTM is set with a shipment creation agent that is used to rate all Shipment As Work (SAW).

The assign rate action is failing to add an transit time based fuel surcharge accessorial cost to the SAW.

It appears from the log that it is not calculating the transit time so the cost returned is 0.

After the agent completes and the shipment is rated with the base cost, if the user manually runs the assign rate action , then the accessorial applies.

-- Steps To Reproduce:

1. Create an agent to add additional costs based on time to a Shipment using the Assign Rate action.
2. Create an xml file for a Shipment As Work.
3. Upload the Shipment as work and note that the Shipment is created and the Agent is triggered.
4. Note that only the Shipment Base cost is shown in the additional time based accessorial costs are not added.
