Change Request Not Working For Complex Purchase Orders

This problem can occur on any platform.
Users are unable to utilize the requisition change order functionality as the
requester when the associated PO is of a Complex Purchase Order Document Style.
After creating and approving a requisition and assigning the requisition to a
complex PO, then approving the PO, the requester cannot submit a change
request through the requisition.
They receive a message that there are no lines eligible for change
