Unsuccessful Login Notification Does Not Reset To Zero

This problem can occur on any platform.
Symptoms
Find that Unsuccessful login notification always displays a cumulative count of
unsuccessful logins every time. It does not reset to zero after you successfully login.
EXPECTED BEHAVIOR
Expect Unsuccessful login notification to reset to zero after a successful login.
STEPS
The issue can be reproduced at will with the following steps:
1. Fail to login successfully
2. Login successfully
