Dropship Order Has All 3 Lines Stuck At Awaiting Fulfilment

-- Problem Statement:
On in Production:
DropShip Sales Order has had the DropShip PO fully received and all 3 order lines show a sales order issue inventory transaction for the full amounts received. However, the 3 ATO configuration lines on the SO are still at workflow status 'Awaiting Fulfilment' and so this order cannot be invoiced. The lines status for component items have the status : BOOKED.

Expect that the line to be invoiced.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. OM Responsibility> Orders, Returns> Sales Orders
2. Query for the problem Sales Order and go to Lines tab
3. See the line statuses: the lines for star items have AWAITING_FULFILLMENT status; the lines for component items have the status BOOKED.

Due to this issue, users cannot invoice the sales order.
