Why Are There Multiple Locations Created in Standard PO-OTM TransOrder Integration? (Doc ID 849961.1)

Goal

When EBS (PO) is sending TransOrder to OTM, there are 4 locations created in OTM. One each for Supplier, Sell-To, Bill-To, and Ship-To. The TransOrder itself need only Supplier and Ship to locations then why are these extra (Bill-To and Sell-To locations) created?
