Unable To Update Owner Account Of Instance That Is Internally Owned (Doc ID 850117.1)

Symptoms

When attempting to update the ownership on an item instance part, that is installed on a customer's assembly,  the user receives the message:

"Note: You do not have permission to make updates in this page."


This only occurs when the current owner of the item instance is the internal party identified in the Install Parameters form. The Account number also can not be updated on item instances where the account number is missing.

EXPECTED BEHAVIOR
Expect to be able to change ownership of the installed child instance to the external party that owns the parent instance. Also expect to be able to update the Account number.

The issue can be reproduced at will with the following steps:
1. Install part on customer assembly via Oracle Complex Maintenance, Repair & Overhaul (CMRO)
2. Navigate to the Install Base item instance ownership page and attempt to update the owner party or Account field
