Encumbrance Amounts Do Not Appear In The Fund Available Inquiry Form (Doc ID 852692.1)

Symptoms

The Funds Available Inquiry form shows the encumbrance account is populated but the encumbrance amounts for 'Commitment,' 'Obligation' and 'Other' are not showing in the balance field.

Budgetary control is enabled.  A budget and budget organization have been created.  A budget amount was entered and the funds check level is set to None.

In Purchasing, the encumbrance type is set to 'Obligation' for purchase orders and not set to anything for requisition.  The purchase order is created with the same account that was used in the budget organization for both the charge account and the budget account.
