After Patch Get Error "Attribute Value From Is Invalid" when Creating a Qualifier (Doc ID 854816.1)

Symptoms

On 11.5.10.2 in Production:

When attempting to define a qualifier, after selecting the value from using the LOV
and then  trying to save the records
the following error occurs:

ERROR
Attribute Value From is invalid. Please re-enter

This only appears to be happening on instances where the <Patch 8203943>
has been applied

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:

  1. Open Oracle Advanced Pricing Manager Responsilbility
  2. navigate define modifier
  3. look for existing modifier
  4. create a new modifier line
  5. save
  6. press Line Qualifier button
  7. on line level qualifier form chose Party information as qualifier context
  8. choose sales organization as qualifier attribute
  9. open value from field LOV
  10. select a value
  11. confirm the choice with ok button on the lov form
  12. confirm the line with ok button on qualifer form
  13. get the note:     Attribute Value from is invalid. Please re-enter
