Error Collecting Transactions with Territory Post Collection Code - ORA-01086: savepoint GET_ASSIGNMENTS Never Established (Doc ID 855977.1)

Symptoms

When attempting to collect invoices from AR into OIC and getting error:

Cause: FDPSTP failed due to ORA-01086: savepoint 'GET_ASSIGNMENTS' never established
ORA-06512: at "APPS.CN_POST_COLLECTION_TAE_PUB", line 313
ORA-06510: PL/SQL: unhandled user-defined exception
ORA-06512: at "APPS.CN_COLLECT_


The issue can be reproduced at will with the following steps:

Setup Territory
Run STAR program

(R) Compensation Manager
(N) Tasks
Collect Transactions
Select operating unit
Transaction Source = Receivables Posting
Transaction Type = Collect Invoices
Schedule request = run it now
Error is encountered

Changes

Recently defined a new territory and run STAR

Also added a Post Collection Code in Collection Package based on <Note:307329.1>  How to Integrate Territories with Incentive Compensation  for Use with Sales Credit Allocation
