11.5.10 Stock Locator Not Dynamically Attached to Subinventory APP-FND-01048 (Doc ID 856572.1)

Symptoms

Problem Statement:
On release 11.5.10 in Project Manufacturing environment Profile 'Flexfields: Validate on Server' is set to Yes .
For Stock locators key flexfield  Dynamic Insert is used.
There are 5 segments in stock locators Row, Rack, Bin, Project, Task.
Because of Dynamic Insert whenever a particular combination is not there data is inserted into the MTL_ITEM_LOCATIONS table.
Sometimes  subinventory field is left null and because of which the following error occurs while receiving on RCVRCERC form .


The issue described in 11.5.9 <Note 399083.1> but is should be solved in 11.5.10 .

Why sometime this subinventory field is left blank at PO receipt ?
This happens randomly for few transactions,  for PO receipts .

Steps To Reproduce:
1. Create a PO with project and task.
2. Go to receiving and perform a receipt such that MTLL combination is unique so that it will be dynamically inserted into the system.
3. Get the error APP-FND-1048
4. See that the locator entered in the form is created (with valid locator/project/task ) but is missing the subinventory_code in mtl_item_locations table 
The script
SQL> SELECT mil.INVENTORY_LOCATION_ID, mil.SEGMENT1, mil.SEGMENT2,mil.SEGMENT3,mil.SEGMENT19, mil.SEGMENT20,
mil.subinventory_code , mil.organization_id
FROM mtl_item_locations mil
WHERE mil.subinventory_code IS NULL
order by mil.organization_id ;
returns some records
