WIPTISFM: Pending Move Transactions - 'Total transaction quantity must be less than or equal to job complete quantity' (Doc ID 858197.1)

Symptoms

On 12 in Production:
You have many pending move transactions, belonging to many different WIP in the interface table
with error:

ERROR
'Total transaction quantity must be less than or equal to job complete quantity'

And the WIP Move Transaction Worker has the following error message:
Concurrent Request Message = Some records in this group cause errors. Check error interface table for more information.

The issue can be reproduced at will with the following steps:
1. Work in Process: Move transactions: Pending Move transactions:
2. Enter Organization:  Find pending transactions.

You are importing WIP move transactions "En Mass" through the wip_move_txn_interface TABLE.
