Ebtax Rules On Product Category Do Not Work In Combination In Purchasing (Doc ID 858902.1)

On R12, find the Ebtax rules written for a Product Category work individually but they do not work in combination.

The rules work in AP but do not work in Purchasing (neither Core nor iProc). The purchasing rules are a combination of Non Inventory Product Category, Country (Bill From), and Product Type (Goods / Services) rules.

Steps To Reproduce:

1. Create Ebtax rules using Purchasing (a rule for category, a rule for country, and a rule for product).
2. Test the rules and confirm that the default tax is allocated, not the results of the rules.
3. Test the rules in Payables and see that they function correctly.
4. Test the rules in Purchasing individually and see that they function correctly, but not when combined.
