Newly Defined And Some Existing Remote Servers Are Not Displayed In Publication LOV

Symptoms
Find some target instances previously defined are missing from the Publication Target Database Instance List of Values (LOV). These instances were listed and are now missing. Publications to these target instances are still listed.
When attempting to define new servers, the concurrent requests complete successfully but the new servers also do not appear in the LOV.
Steps:
1. Oracle Configurator Developer, Configurator Developer
2. On Repository, Publications tab, select Create Model Publication
3. Find Model to be published
4. Click on Target Database Instance, missing some target instances.
