Saved Queries Missing from RIQ Screen

-- Problem Statement:

The saved queries in the RIQ screen disappear for users on a random basis. This happens to
multiple users and not a specific one.

-- Steps To Reproduce:
1. Log into OTM
2. Click the Icon to Perform an RIQ
3. Note the saved queries are missing in the pulldown.
