Order With No Pickup/Delivery Time Restrictions is Failing to Plan to To Infeasible Service Time (Doc ID 862110.1)

Symptoms

-- Problem Statement:

After upgrading to OTM Version 6.0, when planning an Order Release where no Pickup or Delivery Windows are defined, the planning fails indicating that the Service Time is infeasible. This is observed from the following log entries:

"rateServiceResultWindow: Earliest rate service result: Feasibility: Time infeasible; Location not
checked; Carrier capacity not checked"

"Warning PlanningDetails Current Itinerary Option is time infeasible or carrier resource infeasible"

-- Steps To Reproduce:

1. Plan an order where the there are empty Pickup/Delivery times
