Symptoms
-- Problem Statement:
When uploading a ReleaseInstruction XML, the following Error is encountered:
Cannot insert the OB_SU_RELEASE_INSTRUCTION record IS_PROCESSED must be set.
ORA-1400 Cannot insert null into OB_SU_RELEASE_INSTRUCTION.

1. Upload a ReleaseInstruction XML via Integration
