Goal

Why does one get the error:

One or more Ship Sets on delivery <nnnnn> are incomplete.

when partial Ship Confirm is done for Lines in Ship Sets using the WSH_DELIVERIES_PUB.DELIVERY_ACTION API; or when using Ship Confirm SRS.

The same process can be completed using the Shipping Transaction Form.
