Reports Issue: Transaction Detail Report Appears to Ignore Transaction Number Low And High Parameters (Doc ID 863617.1)

When running the Transaction Detail Report after specifying a transaction number range, the output shows transactions that are not within the range provided. It looks as though the report is ignoring the Transaction Number Range parameter entered.

Steps to Reproduce:

Run the Transaction Detail Report by providing the following parameters:
  Transaction Number Low = 100
  Transaction Number High = 10000041

Review of the output shows transactions such as 10000000061,10000000081,100000000101 were also included.
