Hold/Hold Source At Pick Line Activity Applies Hold While Booking Order (Doc ID 863863.1)

Why do orders with customer hold at workflow activity 'Pick Line' go on hold prior to Pick Release?
Is this the normal functionality to place the order or hold at the time of Booking and perform
every other activity until pick release?
Or should the order go on hold only at the time of Pick Release?

### Steps to Reproduce ###
Responsibility: Order Management
Navigation: Setup> Holds

Name: XXX Price Approval Hold
Type: Order Administration Hold
Workflow Item: OM Order Line
Workflow Activity: Pick Line
Hold Included Items : Not checked
Apply to Order and Line : Checked

XXX Order management Setup - Approve Hold
XXX Order management setup - Release Hold
XXX Order management Super user - Approve Hold
XXX Order management Super User - Release Hold

Then in the Hold Source Setup:

In the Criteria tab

Orders, Returns > Tools> Create Hold Source
Hold name: XXX Price Approval Hold
Hold Type: Order Administration Hold
Hold Criteria : Customer
Criteria value : Valid Customer name

In the Hold name Tab:
Hold Name: XXX Price Approval Hold
Hold Type: Order Administration Hold

Hold Future Orders/Lines - Checked.

From XXX Order management Super user create an order for the customer entered in the Hold Source.

1. Enter the Header and RMA line information.
2. Book the order > Order will go on hold because of the hold source setup at the customer level.
3. Enter the Repair line.
4. Save the record.
5. This line also will go on hold.
6. Create the RMA receipt.
7. RMA Line changes to Returned as expected.
8. Navigate to Shipping> Release Sales Orders > Release Sales Orders.
Submit Pick release for this sales order.

It completes with exception stating that there is hold in the order.

9. go back to the order and release the hold.
10. Perform the pick release.
11. This time the pick release is successful.
