Special Services Not Correctly Considered When Updating Shipment

Symptoms
-- Problem Statement:
A Shipment is created that includes a specific Special Service (assigned to the Financials tab of the Shipment).
When the Shipment Action, Change Service Provider -> Change Service Provider, is executed, the list of Service Providers displayed includes those with Rate Offerings that do NOT include the Special Service assigned to the Shipment. If one of these is selected, the action completes successfully allowing an incorrect rate to be assigned to the shipment.
-- Steps To Reproduce:
1. Create a Shipment that includes a Special Service
2. Shipment Action: Change Service Provider -> Change Service Provider
3. Observe the displayed list where it includes Rates without the specified Special Service.
