How to setup Department Approvers for Work Order Release or Complete (Doc ID 864322.1)

Goal

This is the scenario: 2 departments in one organization, each organization wants to see, update and transact their own Work Orders (WO) and no one else has this permission. By using Approvals Management Responsibilities and Setups in AME.
But is it possible to have this functionality in a way that each department and or employee can approve their own work orders, something like the department approver  which we have for work request in maintenance user?
