R12 - Geography Validation: Receive Error Instead Of Warning

This problem can occur on any platform.
Attempting to enter a supplier or customer address and receive the following error, which should be a warning instead:
These address elements are not validated: STATE, CITY, COUNTY POSTAL_CODE.
Correct the invalid elements, or continue and save the invalid address.
The following are the settings of profiles:
Geography Validation Level for Country = Warning
HZ: Address Validation Level for Application = Warning
It is expected that the system should display a Warning message and not a red Error message.
Steps To Reproduce:
- Setup Geography Validation for Andorra Country
- Setup the profile option for Receivables or Payables to Warning
- Enter a customer or supplier
- Enter an address for Andorra
- Receive a red error, but the users are still able to proceed further.
This is confusing to end user's that the message says error when it actually allows the user to continue.
