R12 AGIS Get Error Recipient Organization Does Not Have A Customer Association With The Initiator Organization

When attempting to enter an AGIS outbound transaction, even though the customer association is
correct, the following error occurs.

The intercompany transaction requires an invoice and the recipient organization AGIS IC DE 2 does not have a customer association with the initiator organization AGIS IC DE 1. Legal entity, customer, and site association for recipient organization AGIS IC DE 2 does not exist.
Transaction 1: Please verify that the total Initiator distributions amount for the Recipient matches the amount entered for the Recipient at the transaction level."

The issue can be reproduced at will with the following steps:
1.Go to AGIS > Transactions Outbound
2. Select Initiator, Transaction Type and Currency
3. Select recipient, amount
4. Enter initiator accounting
5. Submit
6. Error message occurs
