Security List Maintanence Program Not Completing

This problem can occur on any platform.
On 11.5.10 in Production:
Find that the Security List Maintenance (SLM) Program is not completing.
Expect that the Security List Maintenance Program should complete within 1 to 1:30 Hrs.
The issue can be reproduced at will with the following steps:
1. Run the SLM manually or schedule it for all security profiles.
2. Tables PER_SECURITY_PROFILES and PER_PERSON_LIST get locked.
3. Process doesn't complete. It keep running for more than 10 Hours.
