Symptoms

-- Problem Statement:
On 5.5.04, When attempting to send Shipment Status XML s using a custom BPEL interface into OTM, the following error occurs:
This happens only on random transmissions

The issue can be reproduced at will with the following steps:
1. Create a custom shipment status interface in BPEL and try to send the interface to OTM
2. See that the interface fails with the Parse error
