Symptoms
-- Problem Statement:
On 6.0.1, Find that a Special Service configured to add cost for a driver delay is not being
attached to a Driver Work Invoice when a tracking event is logged
EXPECTED BEHAVIOR
Expect that the special service is attached to the Work Invoice
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Create a Special Service for Demurrage and attach it to a Rate Offering or record.
2. Create a Fleet Shipment - Assign a driver and then add a tracking event to create a work invoice
3. See that the work invoice does not contain the Demurrage Special Service
