Unable To Transmit Consumption Advice Orders With EDI 850 Outbound Transaction

Symptoms

In e-Commerce Gateway, consignment purchase orders and blanket releases are not able to be processed using the 850 Purchase Orders Outbound transaction.

The following message appears in the request log file for processing a blanket release:
 

Progress level POOB-10-1760: No HEADER level rows processed for transaction POO.


The data in the PO_RELEASES_ALL table shows that the rows that are not processing have the following values:

PRINT_COUNT = 0
PRINTED_DATE = null
AUTHORIZATION_STATUS = APPROVED
CONSIGNED_CONSUMPTION_FLAG = Y
DOCUMENT_CREATION_METHOD = CREATE_CONSUMPTION

However, there are no rows in the ECE_POO_HEADERS_V view after approving the release.


Steps To Reproduce:

1. In Oracle Purchasing, create a new consignment blanket purchase agreement (BPA)
2. Create a blanket release against this BPA
3. In e-Commerce Gateway, submit the 850 Purchase Orders Outbound transaction --> the PO or release is not picked up for processing.

As a result of the issue, suppliers are not receiving the PO/release information via EDI communication, and as a workaround the buyers must contact the supplier via other means.

The issue does not occur for non-consignment purchase orders.
