Order Will Fail to Plan on a Ground Schedule Shipment When the Late Delivery Date is Non-Null

-- Problem Statement:
An Order Release with a populated "Late Delivery Date" is planned using Rate based on a Ground Schedule. This Order Release is failing to plan with the following being printed to the logs during Service Time calculation:
Leaving findSchedules(): schedules found: 0
service time result: <ServiceTimeResult: feasibility: No service time solution. startTime: null
endTime: null infeasibleAmount: null # of stops: 0>
When the Late Delivery Date is removed, the order is successfully planned (and within the original Late Delivery Date)
-- Steps To Reproduce:
1. Create a Rate using Ground Schedule Rate Servcie
2. Create an Order to be planned on this Ground Schedule
3. Attempt to plan the order release and observe that it fails
4. Remove the Late Delivery Date from the Order Release and attempt to plan again, and observe it
