Concurrent Processing - An error Occurred While Attempting to Establish an Applications File Server Connection with Node FNDFS Error (Doc ID 868163.1)

Symptoms

Users are unable to view outputs. developers unable to view logs for troubleshooting.  Users have
to go to the server files directly to obtain the information. When attempting to view the log file receive the following error:
"An error occurred while attempting to establish an Applications File Server connection with the node FNDFS_<hostname>. There may be a network configuration problem, or the TNS listener on node FNDFS_<hostname> may not be  running. Please contact your system administrator."

Configuration (Two nodes):
ccm/reports/db/admin
apache/forms/web
