Misc Issue To Project From Non-Asset Subinventory does not transfer To Project - Not Applicable (Doc ID 868715.1)

Symptoms

When performing a miscellaneous Issue to a project from a non-Asset subinventory, the transaction does not appear in Projects. On the material transaction line, "Transferred to Projects" shows up as "Not Applicable," showing that Projects never receives the transaction after doing the Cost Collection and Import processes.

The issue can be reproduced at will with the following steps:
1) Create subinventory, define it as non-Asset Subinventory
2) Purchase, or create on-hand, into the subinventory
3) Create Project and Task
4) Perform Miscellaneous Issue to Project
5) Run Cost Collection to Project
6) Import Transactions from Inventory to Projects
7) examine the Project Expenditures (will not find the transaction)
8) examine the Material Transactions (will show that transaction has not been sent to Projects
