Trying to Change a Scale Rate Value, Error's: "FRM 40654:Record has been updated. Requery block to see change" (Doc ID 869372.1)

When attempting to change the point value in the Scale Rate screen, the following error occurs:

FRM 40654 : Record has been updated. Re-query block to see change.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1. Login HRMS Manager responsibility > Workstructures
2. Grade > Point Values
3. Change the point values

Error occurs. Values are not updated.
