Symptoms
On 11.5.10.2
Newly created items do not include the default cost Material sub-element for Standard Costing.
EXPECTED BEHAVIOR

Expect items to include default cost material sub-element on a standard costing organization.
The issue can be reproduced at will with the following steps:
1) normal method is to use Item interface to create new Master Item and Org Items using item templates.
2) manually create new items in Oracle master Org with template, assign to Inventory Org and set Org attributes by applying Org level template. Check Item Costs and see there is no material sub-element -- only material overheads are defaulted.
