Qualifier (For Example Customer Name) Is Displayed as Value is Red with an Incorrect Numeric Value

Symptoms
One finds that on the modifier setup form that for example modifier
when one clicks on the List Qualifiers button, the Customer Name
Value From is some number.This number is not the customer number and the Value From Meaning does not have the customer name populated and the value from value is red in color.
The same behavior is shown on the multi-currency form for an attribute value for customer name.
EXPECTED BEHAVIOR
Expect the customer name to be shown in the "value from" field.
STEPS TO REPRODUCE THE ISSUE:
1. Responsibility: Oracle Pricing Manager
2. Navigate to: Modifier > Modifier Setup
3. Query modifier
4. Click on the list qualifiers button.
OR
1. Navigate to the Multi-Currency Conversion form.
2. Find that the Attribute Value field is populated with a number instead of customer name.

3. <Patch 5703826>
It is also noted that this issue was experienced with other patches (not including those above)
were applied.
