Problem Statement:

When attempting to setup authoring flows, solution types, Statement types,the following error occurs:
" User does not have proper permissions".

 Steps To Reproduce

1. Log in with Knowledge Management responsibility.
2. Try to access Authoring Flows, Solution Types, Statement Types.
