Payments Search Of Advances Returns Data For Other Employees (Doc ID 877292.1)

On in Production:
Find that Payments Search for Advances retrieves details of expense reports for other employees.

For example, when an employee, A, is searching in
Expense Reports > Payment Search and queries back prepayment (advance) ABC,
the screen displays two of her expense reports that it has been applied to (EXP-1, EXP-2)
BUT it also displays two expense reports for unrelated employees, EXP-3 (for employee B)
and EXP-4 (for employee C).

Expect the screen only to display details of A's expense reports that this advance has been
applied to.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Log in as A, Expense Reports > Payment Search
2. Search for advance ABC
3. Four expense reports are retrieved, two belonging to A and two for other employees.

The issue has the following business impact:
Due to this issue, some users are presented with confusing information and are able to view other
employees expense reports.
