When attempting to remove a Balancing Segment Value from a Ledger, an error is received:
     The Balancing Segment Value Assignments can only be confirmed after all legal entities
     have been assigned at least one value.
 
### Steps to Reproduce ###
General Ledger super user
Navigate to Accounting Setup Manager
Query  existing Ledger
Select Update icon for Balancing Segment Value Assignments
Select Remove icon for a Balancing Segment Value
