RMA Transaction Errors With "Serial Number cannot be updated because the Item Instance XXXXXXX is currently in a location (Location Type Code : INVENTORY) that is classified as Internal"

Information in this document applies to any platform.
When attempting to process an RMA transaction (CSIRMARC) to Install Base, the following error occurs:
"Installed Base Error: Serial Number cannot be updated because the Item Instance XXXXXXX is currently in a location (Location Type Code : INVENTORY) that is classified as Internal."
Steps To Reproduce:
1. Create an RMA for an Install Base Trackable Item
2. Enter the Instance Number to be returned in Installation Details
3. Receive the RMA in Inventory with a different Serial Number (Instance)
4. Observe reported error message in Install Base Error Queue (Transactions Error Processing form)
