When attempting to process a Debrief against an Installed Base Instance, the transaction cannot be completed, because the Serial Number is not available in the LOV. When searching for the Serial Number in the Installed Base Transaction Error Queue it is found that the receipt transaction has failed.

The issue can be reproduced at will with the following steps:
1. Create a Debrief and attempt to select a Serial Number from the LOV
2. Find that the Serial Number does not exist in Installed Base
3. The Receipt Transaction for the Serial Number is stuck in the Error Interface
