Advanced Outbound with UWQ shows the ''MESSAGE DICTIONARY COULDN'T OPEN THE WORKITEMID APPLICATION MESSAGE ID' Error (Doc ID 881598.1)

Symptoms

On 11.5.10.2:
When attempting to 'Get Work' from the UWQ for AO.

ERROR

Message Dictionary couldn't open the workItemID application message file. Message Dictionary Error-
A file pathname could not be constructed for the application WorkItemID. This error often indicates that the Application Basepath (e.g. FND_TOP) or Subdirectory (APPLMSG) environment variables do not have a valid value.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1. UWQ
2. Select a AO Campaign Node with Work in.
3. Press 'Get Work'

Wait two minutes the error is shown.

Or:

1. eBusiness Center Form.
2. 'Get Call' once list is exhausted.
3. Blank eBusiness Center form is displayed.

Then after 2 minutes error is shown.
