Service Territories Not Working With Country (Doc ID 882313.1)

Symptoms

In R12, Service Request does not assign service request owner field as setup from territory manager.

Steps To Reproduce
============
1. Navigate> Field Service Dispatch> Service Request> Create Service Request
2. create service request >>>save
notice service request owner field is blank...it should default resource setup from territory manager.
