E-Business Tax Issue: Cannot Setup STD-USE Tax Rate Code With NULL Jurisdiction For City & State Taxes (Doc ID 882545.1)

Attempting to setup STD-USE tax rate code with NULL jurisdiction for City and State taxes and receiving the following error:

Row 1 Error - This tax rate already exists.

The County taxes can be created without an error.

Issue is related to STD-USE taxing needs.

You are loading Vertex rates and Vertex sends both Standard and Standard Use Tax Rates.
But Vertex is only sending STD-USE rates for the locations that have USE tax and for all other locations, they are not sending any rate. This is causing problem.

You are using both STD and STD-USE rates and have defined rules to use STD-USE rates when applicable. Issue is happening when there is no STD-USE rate record for certain jurisdictions.

For instance:
For state CO, you need to use "STD-USE" instead of "STD" to calculate AR customer tax.  However, some jurisdictions (CITY, COUNTY) have "STD-USE" rate loaded in Oracle, some jurisdictions do NOT have "STD-USE" rate loaded in Oracle, because there is no USE tax and hence Vertex data file does NOT provide 0 "STD-USE".

You started to create STD-USE rate code with 0% tax for those jurisdictions that do not have "STD-USE" rate loaded and tested successfully to use manually created "STD-USE" rate.
But the issue here is that there are 100s of them without STD-USE rate and it is not practical to create 0 rates for all of them.
