No Pre-Population of HR Absence on Timecard (Doc ID 883075.1)

Symptoms

- Problem Statement:
On 12.1.2  in Test when testing new 12.1.2 functionality for OTL/Absence Integration:
Absences entered through Core HR/SSHR are not pre-populating on OTL timecard

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Login to Oracle HRMS with Employee Self Service responsibility and create an absence.

2. Login to Oracle HRMS with Manager Self Service responsibility and approve the absence
3. Select the Employee Self Service responsibility and click create timecard for the time period which has the absence entry in SSHR/Core HR.
Notice that there is no pre-population happening on the timecard 

Setup: 
Profile HR:Absences Integrated with OTL is 'YES' 
OTL Absences Integration preference added to the preference node to which the user is attached 
Profile : HR: Schedule Based Absence Calculation changed to 'NO' at Site and Responsibility level
