Multistop Shipment Stops Sequence Issuewhen Using Depots. (Doc ID 883357.1)

Symptoms

-- Problem Statement:
On 5.5.04:

Building a multistop Shipment with a depot location is not giving the expected stops sequence. It is expected that OTM should construct a route based on the nearest location to the depot as the first stop through to the farthest stop as the last stop, based on the distance from the source location, which is the location.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1- Setup the needed data for multistop shipment.
2- Create two orders releases.
- OR1: from A to B. distance for example = 50 MI 
- OR2: from A to C. distance for example= 60 MI
3- Create depot profile (for location A) and assign it to the itinerary.
4- Set the rate to depot applicable.
5- Plan a multistop shipment.

The above will result in a multistop shipment with route of A > C > B > A although that B is nearest than C to A.

The expected result should be A > B > C > A, as long as stop B is closer than stop C to the source/depot
location.
