iStore Login Gives Error "Invalid Username And/Or Password" (Doc ID 883754.1)

Symptoms

When attempting to access the iStore home page the following error occurs:

ERROR

"Invalid username and/or password".

Stack trace

java.lang.NullPointerException
at oracle.apps.ibe.util.Session.setResponsibility(Session.java:1895)
at oracle.apps.ibe.util.Session.login(Session.java:212)

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:

1) Enter iStore url in browser
2) Enter a valid username and password.
3) Screen returns message, "Invalid username and/or password".
