Element Lines Not Created After Transfer Time From OTL to BEE (Doc ID 884255.1)

Symptoms

After running Transfer Time From OTL to BEE, the element lines do not get created although the program shows as being successfully executed. Note that Rules Evaluation preference is set to Yes.
