Creating New Territories Using Webadi Interface Fails with Error 690:JTY_ERROR_LOOKUP (Doc ID 884283.1)

Symptoms

<Patch 7451416:R12.JTY.A> was applied to resolve an issue uploading territories using webadi interface failing with invalid rows.

A simple test Territory was then exported and downloaded simple Excel. A new territory was created in webadi placing the same values correctly in the corresponding columns.  The Territory was then uploaded, but the following error was encountered:

Contact your system administrator
690:JTY_ERROR_LOOKUP SQL statement returned no rows when values are expected.
