Creating New Territories Using Webadi Interface Fails with Error 690:JTY_ERROR_LOOKUP

Symptoms
<Patch 7451416:R12.JTY.A> was applied to resolve an issue uploading territories using webadi interface failing with invalid rows.
A simple test Territory was then exported and downloaded simple Excel. A new territory was created in webadi placing the same values correctly in the corresponding columns. The Territory was then uploaded, but the following error was encountered:

Steps To Reproduce
- (R) Territory Management responsibility
- (N) Territories> Operating Unit=??? Usage= Service click Go
- Find a parent/child territory that is setup similar to the way you would like to create using Webadi and click on export icon. Alternatively select the territory branch for which you would like to create the new territory in webadi and upload.
- Select export --- Selected Node exports only one territory....click continue
- Download process begins once download process finish, notice the territory columns that are populated
- Edit WebAdi file for territory creation and upload file, it fails with the error:
